Activated 6.81 in Osh, Osh Oblast, from the 32nd independent Motorised Rifle Regiment, and parts of the 8th Guards Motorised Rifle Division.

The brigade was the only specialised mountain unit in the Soviet Army, and was tasked with potection the border in the Osh region.
