Activated 1953 in Vorobyi, Moscow Oblast - initially as the 1956th Anti-Aircraft Artillery Regiment for Special Use and from 1955 as the 699th Anti-Aircraft Missile Regiment for Special Use.

1953 to 1983 equipped with 60 S-25 (SA-1) launchers:

• Launch area: 55 08 52N, 36 50 44E (US designation: Moscow SAM site E22-1)
• Support area: 55 09 36N, 36 50 42E
• Guidance area: 55 09 48N, 36 51 59E

In 1967 a S-125 (SA-3) battalion was added to the regiment - 55 09 24N, 36 48 01E (Moscow SAM site E22-3)

1983 converted to the S-300PT (SA-10), and was reduced to an independent Anti-Aircraft Missile Battalion of the 791st Anti-Aircraft Missile Regiment.
